Conscious Smart Governance: A Comparative Analysis of Urban Resilience during COVID-19

Project Overview

Key Findings

Focus: Seoul, Tokyo, São Paulo, and Mexico City.

The Inquiry: Why did cities with similar technologies achieve such different health outcomes? My doctoral research explores the gap between digital infrastructure (Smart Governance) and the cultural evolution of society.

The Methodology: Qualitative Comparative Analysis (QCA): I used QCA to identify the causal configurations and necessary conditions that enabled effective pandemic control in highly complex environments. I qualitatively analyzed interviews with decision-makers through the lens of Spiral Dynamics, mapping the alignment (or lack thereof) between technological tools and the stages of consciousness/culture in each region.

The success of smart governance is not a question of hardware, but of systemic coherence. Technology is only effective when it resonates with the psychographic and cultural development level of the population.
